No Withholding is an opinion newsletter about federal tax policy.

Who writes this newsletter?

I’m Scott Greenberg. For several years, I worked at a tax policy non-profit in Washington, DC. After the 2017 tax bill was passed, it seemed like things were quieting down in the DC tax world, so I decided to take a break and go to law school. I’m now in my last year of school, where I’ve spent a lot of my time learning about some of the more technical parts of the federal tax code. After I graduate, I’ll probably be working for an employer who won’t want me posting my unfiltered thoughts about tax policy on the internet — which is why I decided to start this newsletter while I have the chance.

What’s up with the title “No Withholding”?

It’s a tax pun. But beyond that — it’s sometimes hard for people in the policy world to be candid about their real opinions, for fear of angering coalition partners, providing easy fodder for opponents, annoying funders, etc. I’m hoping that this newsletter will push against this tendency.

(Credit goes to Morgan Scarboro for coming up with the name. A few years ago, we were thinking about starting a tax gossip blog called “No Withholding,” where people would submit anonymous tips. But we never ended up starting the blog, so I decided to reappropriate the name for this newsletter.)
